Abstract:

The Parcel Lines layer contains lines depicting the as-recorded boundaries of individual parcels, right-of-ways, and easements, for all of Summit County. A feature code field, referenced to each line, indicates the type of parcel line being represented. This dataset is maintained in an ESRI ARC/INFO LIBRARIAN database, and is the foundation for all other GIS layers relating to the subdivision of land in Summit County. It was compiled from 1"=100' (1:1200) scale hand-drafted 36"x24" mylar tax-map sheets. The tax-maps were digitized and registered to recognizable signs of ownership occupation (fence lines, etc.) on orthometrically-corrected 1"=100' and 1"=200' scale aerial photos compiled from April 1994 photography.

Purpose:

To provide the taxpayers and agencies of Summit County a parcel lines layer at a scale and accuracy useful for property appraisal, planning, and analysis. The suitability of this dataset for any other uses is not guaranteed and the user assumes all risk for such uses. Summit County, Ohio, assumes no legal responsibility for works derived from this dataset. This dataset should never be relied upon to establish with certainty the location of property lines or the location of any other feature in relation to a property line. To establish a property line, or the relationship of a feature to a property line, the services of a Professional Surveyor, registered to practice in the State of Ohio, must be employed.

Accuracy cannot be definitively stated due to difficulties edge-matching the mylar tax maps, digitizing accuracy, accuracy of the orthophotography, and lack of evidence of occupation on the orthophotography. To improve the spatial accuracy of the parcel maps, Summit County now requires new major subdivision plats be tied to geodetic monumentation. Existing parcel maps are then adjusted accordingly.
