Abstract:
These data indicate areas in Summit County that have environmental constraints to development. These constraints are defined as areas having wetlands, hydric soils, 100-year floodplains, and slopes greater than 12 percent. The data was created by unioning the following data: wetlands (prepared by Davey from 2000 Summit County aerial ortho-photography); hydric soils (ODNR the FEMA floodplain map (1978), and steep slopes (created by Davey using Summit County ten-foot contour data). Areas that exhibit one or more of these four mapped features may be more difficult to develop due to rigorous permitting requirements (such as wetlands and hydric soils that are deemed jurisdictional), physical limitations (steep slopes), and safety concerns (floodplains).
Purpose:
To develop and compile one layer that shows areas in the County that may be difficult to build on and develop due to environmental features (wet soils, wetlands, slopes and potential flooding). These data may be useful to communities in developing land use controls to ensure more prudent development in the County.

Community Planners will find this information useful when forecasting for buildout. Buildout can be estimated by multiplying the land area for the potential development by the minimum lot area requirement for the zoning district. If environmentally constrained lands are removed from potential development areas, buildout changes. These areas are traditionally removed from the net buildable potential development areas when calculating yield. Based on environmental public health and safety issues, the number of people supported can be changed via land use controls, and acquisitions and easements.
