Abstract:

National Pollution Discharge Elimination System (NPDES) permits are required for any discharge of pollutants into waters of the United States. These permits limit the quantities of pollutants discharged in wastewater and require water quality monitoring and reporting to ensure the discharge does not lower water quality or impact people's health. The permits currently issued in Summit County include:

· Industrial ¾ Commercial and manufacturing facilities

· Municipal ¾ Publicly Operated Treatment Works (POTWs) discharging waste water from sewage treatment or industries connected to the drainage system

· General ¾ Includes construction or industrial stormwater, coal mining, non-contact cooling-water discharge, discharges from petroleum-related corrective -action sites, and small sanitary dischargers; these are not included in the mapping compiled here

Purpose:

NPDES permits indicate potential sources of water quality degradation. Generally, dischargers meeting permit requirements meet water quality standards for that watercourse. Some discharges may have effects beyond the permitted constituents, e.g., temperature or nutrients, which can harm water quality or habitat. Dischargers that do not meet permit requirements may be contributing to water quality problems and will be required to improve their operations. In some cases, such as small-scale, privately operated sewage treatment facilities that fail to operate correctly, alternate solutions may be required, such as connecting to a municipal sewer system. Each individual (other than general) NPDES permit specifies the constituents that may be discharged. To further investigate potential sources of water-quality problems, resource managers can research individual permit limits and permit compliance. An additional use of this information is to identify potential conflicts with water use. NPDES permits are based on the discharger having a certain volume of water to dilute the discharge. Changing the volume of the watercourse (e.g., through drought or water use), may affect water quality and the operations and permit requirements for the discharger. For example, withdrawing water from a stream may increase the concentration of constituents on the watercourse, reducing water quality.

This data only includes those dischargers that have applied for and received an NPDES permit to discharge as of July 2002. The Ohio EPA and U.S. EPA NPDES databases contained conflicting data. Efforts were made to sort out the correct reports, but it is possible that some reports could be out of date. There are likely undocumented privately owned package plants that are discharging without a permit.

The accuracy of the attribute data is dependent on its derivation from secondary source material. No formal tests were performed.
